This is another quote that means exactly what it says.

If the man doesn't read, than it's almost as if he doesn't know how to read. He doesn't use his knowledge (his reading skills) so learn more, therefore his knowledge stays the same. That would almost make him the man who can not read. They both don't read, so they both can't learn more, so they both stay the same.

It means: Read books if u want to have an advantage over people that don't and you will learn more.!

Matter: If we read books we will gain more knowledge.

Mean: It means that since they both don't pick up a book and read, neither has the advantage over the other. They are both fools in the literature area.

Matter: What matters is the fact that since they both can't read, they have no right to criticize the other. A saying for this maybe that the person in the glass house shouldn't throw stones. I think.

Mean: It means since they are both illiterate in a way, they cannot criticize the other about anything dealing with literature. Neither of them have the advantage over the other.

Matter: This situation kind of fits the saying, the person in the glass house shouldn't throw stones. Meaning if you know you have flaws, which we all have, you shouldn't speak badly of others.
