Mean: Thats nations need to keep peace adn stop fighting for stupid things like this nation does this and i dont like it
Matter: We need to keep peace
Say:If they want peace, nations should avoid the pin-pricks that precede cannon shots
Mean:If people want peace they shuldnt throw a fist
Matter:Because peace is a great thing to have and if you want peace keep it peaceful

It says if they want peace, nation should aviod the pin-prink. I think it means if you want to be in peace or be friends then you should stop fighting and make-up. This matter to everyone who wants peace.
