This says iterally to be who you are because those who mean who don't mind mean something to you and those who matter something to you doesn't mind for you to be yourself.
this means to be who you are because those who are your friends doesn't mind for you to be yourself and those who aren't your friends minds because they want you to be somethimg you aren't.
This matters to me and the world is to not pretend to be something you are not and just be your self and don't let anybody {whether they're your friends are not}let you turn into something you aren't.

I love that quote! It's my favortise quote from Dr.Seuss.
It means to be who you truly are and don't let anything stop you from being the best you. Don't bother with the people who do mind aren't important, so you should just ignore them, and that the people who don't mind matter because they are the ones that are cool with who you are.
To me it means exactly what it says. "Be who you are and say what you feel..." (because that's who I am and I shouldn't let anyone stop me from being ME) "because the people who mind..." (haters! They don't matter to me) "don't matter and the people who matter..." (which are usually my best friends and truly awesome people) "don't mind." (My REAL friends shouldn't mind.)

Mean: It mean to be who you are and don't be afraid to speak out. And people who mind who you are aren't important enough to worry about and those who don't mind matter.
Matter: It matter because some people worry too much about people who don't like them and are afraid to speak their mind
